The Arab Center for Research and Policy Studies published the book Artificial Intelligence in the Rules of International Legislation and Treaties, written by Ibrahim Muhammad bin Hamoud Al-Zindani. It is one of the important works that presented a comprehensive study of artificial intelligence in its various stages, starting with the lowest level and ending with the advanced level of the collective mind monopolized by the major international powers. The author presents a new approach that goes beyond the prevailing technical approach to an in-depth legal-security-political analysis, highlighting the ethical and legislative gaps surrounding this field, especially with regard to the high-risk systems used in the military and security sectors, and the geocyber risks arising from them. This book differs from others, in its complex perspective based on historical-comparative analysis of political documents, regulatory regulations, and national strategies issued by the European Union, the United States of America, the Russian Federation, and the People’s Republic of China, in addition to what was issued by religious institutions such as the Moscow Patriarchate and the Holy See in the Vatican, as well as international institutions such as the United Nations and its UN Security Council. The importance of this book emerges in its critical treatment that reveals the contradiction between the overt moral discourse of the active powers and their actual practices that perpetuate double standards and elevate geopolitical interests and technological competition over the collective human interest. It provides a proactive reading of the existential risks that may result from the intersection of advanced artificial intelligence with the fields of nuclear, chemical, and biological weapons. This book enriches the Arab library by addressing new topics in the Arab legal and academic arena.
