The effects of AI are often depicted as an uncontrollable tidal wave of technological change. But the path of artificial intelligence is not preordained. Its management is a human choice, relying on effective and cohesive global institutions capable of withstanding the disruptions of artificial intelligence itself. As AI systems become more powerful, countries and international institutions today face increasing pressure to address their impacts. How can it manage this changing technology, in a rapidly changing world, using tools that may themselves be affected by artificial intelligence? Global AI Governance Architectures provides the conceptual and practical tools to answer this question. Drawing on technology law, global governance studies, and history, the book maps the growing global risks of AI, traces the trajectory of a complex global AI system, and lays the foundations for new institutions. The book argues that when formulating a global governance architecture for AI, we must take into account three aspects of change: socio-technical changes in the uses and impacts of AI systems; AI-driven changes in the fabric of international law; And political changes in the global artificial intelligence system. Many AI governance approaches will be too rigid unless they adapt to these forces. In response, Global AI Governance Architectures provides researchers and policymakers with practical insights and recommendations on issues of regulatory approach, tool selection, and system design. This book goes beyond examining how to govern artificial intelligence, as it explores the changing face of global cooperation in the age of intelligence, and how we can protect human freedom of choice in a future of radical technological transformations.
