Most observers agree that the international arena is witnessing multiple transformations. The elements that create and deepen global interconnections are expanding rapidly, raising questions about the viability of the state, the viability of the system centered around it that has persisted for more than 500 years, as well as the types of structures and behaviors that might replace it. However, much analysis does not contribute to understanding the state of the international system, either because it fails to define terms such as interdependence and order, or because it treats them as new problems, ignoring many important ideas that have developed over the years about international politics.
